Stewart Superintendent, WCCW FROM: Steven B. Baxter Investigator, WCCW SUBJECT: POSSffiLE STAFF MISCONDUCT RE: AC COOK LAURA GILBERT SYNOPSIS: On 3 that Inmate (11M) of food. CO Clover also repo t 11M and said that the food was a payoff" (trans 0 ing messages from AC Cook Laura Gilbert ~ attacbment 1) to 11M (see picture attacbment 2). A search ofllM ~roomwas conducted and nine (9) typed and handwritten notes were taken into evidence (see atta~bments 11) also taken into evidence were four (4) letters (see attachments 12 thru 15) addressed to and mailed from an address in Tacoma Washington. A review of the notes~ showe t they were of a close and personal nature saying how much the writer loved ~ and how she longed to be with her. An initial interview was conducted with ~ho admitted that some of the documents taken from her room were from AC Cook Gilbert. ~perintendent Belinds D. Stewart was notified and gave permission to continue the investigation. AC Cook Gilbert was initially interviewed on 3/24/04 and after denying all allegations to a certain point in the interview then stood and left the 1&1 Office when asked if she had an Arabian horse (This horse was mentioned in one of the confiscated typed notes). Notification per policy was made to the appropriate offices of the investigation by E-mail. INVESTIGATIVE INTERVIEWS: Inmate was interviewed on 3/25104 and stated that she ~d the notes were being transported from other inmates and had no first hand knowledge. Inma~id report that the relationship was a poorly kept secret. : was interviewed on 3/29/04 and was presented with a nine (9) apers confi.sca~dfi'OI:ri her room, marked evidence I thru evidence 9 (see attacbment 16). Negative results were achieved even when the driveway was filled with automobiles. Business cards were lefton two occasions with requests to receive calls with negative results. The United States Postal Inspectors were contacted 'and a FAX with names of residents receiving mail at that address was received (see attachment 17) none of the names listed matched the uame on the return address. AC Foster also reported that she had observed AC Gilbert and 'Inmate.., talking at the backdoor of the kitchen on several occasions when lIM " w a s not working. Recreation Leader Heidi Sheridan: sent an E-Mail on 3/25/04 (see attachment 32) in which she states she recalled seeing AC Gilbert in the Craft Room on more that one occasion and recalled seeing her in the craft room clerk's office with Inmate~t least one time. Correctional Officer M. Cowens: wrote a incidentreport date 3/25/04 (see attachment 33) and"orted 'that on 3/18/04 AC Cook Laura Gilbert entered the gym and walked into the craft room. The following questions/answers were given/received: Were you invoived in a relationship with ~-No Have you told personal information to inmates- Yes, but could not give any examples Have you ever passed anynotes to inmates - No Have you ever written any letters to inmates and mailed them - No Do you have any horses - Yes - a Blood red Bay Do you have an Arabian Horse - No Have you ever had a horse by the name JF Morificent or Maury - No NOTE at this point in the interview AC Cook Gilbert asked to talk to her Union Representative in the hail upon their return sbe acknOWledged that she did indeed have an Arabian by the name mentioned. • Have you ever given Inma~extra sacks from the kitchen - No but might have given her sugar and coffee for the gym . . • Have you ever allowed inmates to take food from the kitchen - No • Have you been in the gym while working- Yes but outside the craft room maybe more than once. • • • • • • • • When asked if she would submit to a handwriting exemplar to be submitted to the Washington Crime Lab she declined and stated that she didn't think it would clear her even if it came back OK. INVESTIGATNE RESULTS: In the course oftbis investigation facts mentioned in the notes and letters were examined and investigated for any ties to AC Cook Laura Gilbert the results are as follows: • In a note taken from I/M-""roperty (see attachment 6) an Arabian Horse is mentioned along with many factsth~~own to the layman about that type of horse. A Check of the National Arabian Horse Association showed the horse to belong to a Jamie Jacques of Port Orchard Washington. A site visit was made to the address of the horse according to the registry and was informed by a male at the ranch that the horse had been sold to a lady working at the prison but that if I called his girlfriendshe could tell me more. A call was placed to 367 Page 4 Case 04-010-04-FOI RE: Staff Misconduct: Laura Gilbert April 9,2004 206-898-6574 and a Ms. Jacques answered the phone and stated that she had sold the horse in question to a Laura Gilbert ofPort Orchard on or about 11/30/03. This phrase would suggest that the writer is a staff member. Later in this note she mentions her little friend had come and apologized to her. I1~ birthday was 12/29/03 a Tuesday and one of AC Cook Gilbert's days off. • In this same note a messenger is mentioned towards the end giving rise that 11M _ m i g h t have been transporting notes for AC Cook Gilbert, as suggested by several inmates. • In a card written from the Tacoma Address (see attachment 12) and mailed into WCCW the writer we finslly spoke) this letter says, "when you. looked at me the way you did the olber da.when suggests that the writer has contact with ~. 11M stated this was on an astral are om April and on a day that plane and not from AC Cook Gilbert. CONCLUSIONS: Base upon interviews, evidence collected and examined the following facts are submitted: There is a preponderance of evidence to suggest that the letters sent from the Tacoma Washington • address did in fact originate fromAC Laura Gilbert. He will be 3 on May 1 ST and he is a Straight Egyptian Arabian gelding. He is a chestnut with a white star and stands at almost 15.2 hands high. He is very tall for his age since arabians take quite a while to mature. Did you know that only 3% of arabians are Straight Egyptian arabians? r was lucky to come across him. I actually rescued him and he wasn't looking to good. I have been feeding him Allegra, to fatten him up, its a senior feed that's fattening. What a difference .it made. He needs work, but r got him to where he is ok to ride, but Tcould . use some help. I don't have the time to go out their everyday and train him but, r do give him a lot of love and attention.
