The Conducted Energy Weapon Evaluation Project (CEWEP) will assess the
effectiveness and suitability of the M26 Advanced Taser for use by RCMP
Members.

General
1.

Definitions
a.

For the purposes of this policy and the CEWEP;

The word Taser will refer exclusively to the M26 Advanced
Taser manufactured by Taser International.
The term “probe” will refer to the process of launching the
Taser projectiles at a subject and introducing conducted
energy current.
The term “touch stun” will refer to the process of contacting a
subject with the Taser and introducing conducted energy
current without the launching of the Taser probes.

Project Scope
a.

The field assessment component of the CEWEP will:

Operationally deploy the Taser at six designated general duty
detachments and on two designated Emergency Response
Teams.

Will be concluded on 2001 -01 -31.

Usage
a.

Members shall not increase the risk to themselves or the public by
utilizing the Taser in place of potentially lethal intervention options
when these options are legally justifiable.

b.

Only RCMP members who have successfully completed the Taser
Operator’s Training course as part of the CEWEP or who have been
certified as Taser Instructors by Taser International and who have
participated in a CEWEP Taser Operator’s training course will be
authorized to operationally deploy the Taser.

c.

Members of the designated ERT’s who have been trained as Taser
Operators can also operationally deploy the Taser while performing
non-ERT duties (ie: General duty patrol) with the authorization of the
Unit Commander where the deployment will occur.

d.

In accordance with the Incident Management Intervention (IMIM):

A subject may be “Probed” when he/she displays or threatens
a behavior in the following two categories:
a. Combative
b. Grievous Bodily Harm or Death

The Taser may be activated in the “Touch Stun” mode on
individuals demonstrating or indicating highly Resistant
behavior.

Before you activate a Taser at or on a person make a reasonable
effort, where practical to:

Identify yourself as a peace officer;
Give the subject the Taser Challenge: “Stand still or you will
be hit with 50,000 volts of electricity.”;
Consider other intervention options;
Consider the likelihood of injury to any other person.

The Taser is a prohibited weapon and must be secured in accordance
with provisions of the Criminal Code when not in the direct control of a
Taser Operator.

Medical
a.

During the course of the CEWEP, all subjects who are exposed to the
probes and current of the Taser, regardless of whether or not the
probes remain embedded in the subject, will be transported to an
accredited medical facility for examination.

b.

The member accompanying the Tasered subject to the medical facility
shall inform the attending physician the subject has been exposed to
electrical current from a Taser and provide relevant details with regard
to potential primary and secondary injuries, possible substances
influencing the subject, and any suspected or confirmed mental health
considerations.

A CEWEP’s Physician’s report shall be completed for all subjects who
are transported to a medical facility. This report will be forwarded to
the CEWEP Project coordinator by Fax: (780) 926-3444.

d.

Whenever possible and with “informed consent”, the subject of the
Taser Deployment should be interviewed and any injuries
photographed.

Administration
1.

Each unit participating in the CEWEP will maintain a control log
indicating which member was carrying which Taser for each and every
period the Taser is operationally carried.

2.

Each unit participating in the CEWEP will designate a Taser
Coordinator responsible for maintaining an adequate supply of proper
replacement batteries and operational cartridges.

c.

If you activate the Taser at or on a person:

completed for every incident where the Taser is operationally
deployed, regardless of whether the probes were actually fired
or not, if a “touch stun” was utilized, or if the subject became
cooperative after being given the Taser Challenge

This report will be forwarded within 24 hours via ROSS to:
a. The Detachment Commander responsible for the physical
area in which the Taser was deployed.
b. The Divisional CEWEP Coordinator
