DEFINITIONS AND FORMULAS
Felon First Releases to Parole: Felon first releases to parole include new admissions
and parolees returned with a new court commitment, but exclude commitments paroled
directly from court.
Time Served in CDCR Institutions (CDCR Months): The time served, in months, in a
CDCR institution. The time is calculated from the date of admission to a CDCR
institution to the date of first release to CDCR parole.
Time Served In Custody Prior to CDCR (Jail Months): The time served, in months, in
non-CDCR custody (primarily jail custody). This time is a sum of the time spent in a jail,
in a CDCR institution for a 90-day evaluation, in a mental health facility or at the
California Rehabilitation Center as a Civil Narcotic Addict prior to admission to a CDCR
institution as a felon.
Total Time Served on Prison Sentence (Total Months): The time served in a CDCR
institution plus the time served in custody prior to admission to a CDCR institution.
Principal Offense: The controlling offense designated by the court as the base term,
usually the offense that keeps the offender in custody the longest period of time.
In Date: The date an offender enters a CDCR institution. (See formula on the next
page).
Out Date: The date an offender is first released to parole. (See formula on the next
page).
Start Date: The date the state prison term begins. This date is used for calculating the
release date from CDCR. (Note: In most cases, the Term Start Date and the In Date are
the same.)
Xdays: The number of days on escape from an institution. (Note: These days are
deducted from the CDCR months served.)
P1203.3: Represents time spent in CDCR custody for a 90-Day evaluation. At the time
of evaluation, the offender has not been sentenced to prison. The court is asking CDCR
to evaluate the offender and make a recommendation as to the disposition of his case,
e.g., probation or a commitment to state prison.
P2900.1: Credit for time spent in CDCR custody on a case for which the offender was
resentenced. (For example, the case for which the offender was originally sentenced
was vacated or recalled and the offender was resentenced on the same case. CDCR
discharged the old case and applied the credit for time served in CDCR to the new case.
CDCR can administratively grant this credit, if the court neglects to grant it.)

DEFINITIONS AND FORMULAS

P2900.5: Credit granted by the court at sentencing and represents credit for time served
in a non-CDCR facility prior to sentencing.
CRC-Credit: Credit for time served on a case for which an offender was committed to
the civil narcotic addict program and spent time at the California Rehabilitation Center. If
the court or CDCR decides that the CRC program is not working for an offender, the
judge can exclude the civil addict commitment and sentence the offender to state prison
as a felon commitment. Any time previously spent at CRC is applied to the felon term.
Mental Health: Credit for time served on a case for which an offender was committed to
a mental health facility. If the court, or CDCR decides that the offender should be
sentenced to state prison as a felon commitment, the time previously spent at a mental
health facility is applied to the felon term.
Post Sentence Credit: Credit for the number of days an offender spends in local
custody between the date of the court commitment and the date of arrival at a CDCR
institution. CDCR administratively calculates and applies this credit.

NOTE:
1. Because “resentenced time” is already included in calculating CDCR time, the
P2900.1 credits are not included in the CDCR time formula.
2. The P2900.5 credits for a parole violator returned with a new term, whose return
status at the time of admission to CDCR custody was a parole violator returned to
custody (PRTC) or pending revocation (PENDREV), are included in CDCR time. If
the P2900.5 credits exceed the time between the In Date and the Start Date, the
remaining credits are added to the time served in custody prior to CDCR.
3. Inmates with missing offense information are not included in time served
computations.
4. The “Total” of “Total Paroled” includes all felon first releases, including those with
missing offense information. Means and medians, however, were only calculated for
releases without missing information.
5. The means and medians for non-CDCR custody and CDCR months served may not
add to the total months served due to independent calculation and/or rounding.
6. Beginning in 1998, some penal code sections that were under the Manslaughter
category, involving vehicles, were placed under Vehicular Manslaughter category.
This has led to a decrease in Manslaughter and an increase in Vehicular
Manslaughter releases to parole in 1998.
