*On January 19, 2010, a Racial Riot occurred in the B-Facility Pedestrian Sally Port area between Black
disruptive groups and Southern Hispanics, utiliZing weapons, resulting in two inmates being transported to
an outside hospital. All General PopUlation inmates identifed as Blacks, Southern Hispanics, Mexican
Nationals (Paisa), and their cell mates, were placed on a Modified Program.

"'On June 14, 2010, a categorized release of three Mexican National inmates and three BlacK NonAffiliated inmates-to the Main Yard occurred. The three Mexican Nafiona/-'inmafes-affacfrect-tfJe BlBeA
Non-Affiliated inmates utiliZing fists and a walking cane. Based on this incident occurring, all Mexican
National and Black Non-Affiliated inmates resumed Modified Program.
"On july 17. 2010, a Southern Hispanic was released from his cell and attacked a Black inmate using
physical force, in B Facility, 1 Block, during the evening shower program. Both inmates engaged in a fight
where staff used force to bring the incident under control. Both inmates were re-housed in Administrative
Segregation.
"On July 21,2010, during an effort to resume normal yard program with Modified Program inmates, via a
categorized release, a Riot occurred amongst three Black-.and-tJ:u:

used by both groups. This incident resulted in one Black inmate sustaining punctur wounds,
r quiring being transported to an outside Hospital. The two involved Hispanics sustained inj ries up to
nd including possible puncture wounds and scratches. All involved will be re-housed in Ad inistrative
Segregation. All categorized inmates will be returned to Modified Program with all oth Black and
ispanic inmates. As a result of these incidents, Administrative Staff will continue review f the Modified
rogram weekly.

"General Population Yard will occur Wednesday thru Sunday.
"All inmates identified as White. Asian. and American Indians are on Normal Program.
Feeding:

Normal cell feeding procedures for all Inmates.

Escorts:

All Black and Hispanic Modified Program inmates will be un-restrained and escorted
from the housing unit. Modified Program inmates can be escorted (2 custody staff to
3 Inmates). Black Modified Inmates can be escorted in the Clinic one on one during
Enhanced Outpatient Program (EOP) Clinic Hours. No Southern Hispanics or Black
Inmates are to be integrated during escorts or while in the Clinic. All Modified
Program Inmates in the Sally Port not being seen will be locked in the holding tank or
appropriate hold cell (Not un-attended). Should there be a need for Hi~pa~ics and
Blacks to be in the clinic at the same time (Le. specialty clinics or Dental), It Will be lhe
responsibility of Health Care Access and Clinic Security staff to secure all Blacks and

Hispanics in the clinic in restraints and leg irons, ensure all inmates are escorted 1 on
1, and that the Facility Lieutenant is notified of the circumstances.

Work/Education: Inmates on Modified Program assigned to education classes are authorized in cell
study. Education for inmates on Modified Program will be conducted at cell side. No
work for Modified Program Inmates. Normal for all other inmates.
Yard:

All Black and Hispanic inmates will continue to be afforded out of cell exercise on the
Concrete Yards according to the appropriate schedule. The schedule ;s necessary in
order to provide an equal amount of yard time per Modified Program inmate. This
schedule is further necessary in keeping the number of inmates on each yard as
minimal as possible with the security resources currently available. These Modified
Program inmates will be released from their cell (un-restrained), given clothed body
searches, and scanned with the handheld metal detectors. Inmates may bring a sack
lunch, recreational items (chess, dominoes), and clothing normally allowable to the
main yard. A Supervisor and staff determined to be sufficient by that Supervisor will
be present during all Modified Yard releases. All Black and Hispanic inmates wiJI be
given clothed body searches coming off the concrete yard to ensure no contraband is
taken from the yard to their cell.

Showers:

CONTROLLED SHOWERS:

All Black and Hispanic inmates will continue to occur on 3 Watch utilizing the
schedule below. All unit section, cell, and pass thru section doors will remain locked
and secured during shower program. Black and Hispanic inmates will not be required
to be in restraints during tbe shower program. The Control Booth Officer shall release
only one cell at a time per section. No other inmates are to be in the section while
controlled showers are being completed. For example: Workers, Porters, Etc.

Any modified program inmate, who willfully fails to follow the program and attempts to
delay the shower program, will immediately be placed on restrained showers.
Visiting:

No visiting for Modified Program Inmates. Normal for all other Inmates.

Family Visits:

No visiting for Modified Program Inmates. Normal for all other \nmates.

Canteen:

All Black and Hispanic Modified Program inmates are allowed to spend $45.00 in
Canteen. Canteen draw will be #00-32 1al Draw, #33-66 2 nd Draw and #67-99 3fd
Draw.
Black and Hispanic inmates may purchase limited food items not to exceed
the $45.00 limit. Canteen will be delivered at cell front.

ReligIous Svcs:

Religious Chaplin available on the tier for Modified Program Inmates. Normal for all
other Inmates.

Ramadan:

For the purposes of identifying Ramadan participants, attached to this Modified
Program Memorandum is a list of Ramadan participants. During the next three weeks
until the end of Ramadan, all 3fd Watch Dining Room 1 and 3 Officers are expected to
conclude their General Population evening meals and escort their normal workers
back to their respective housing units by 1815 hours. All Ramadan food shall be
heated by normal Dining Room workers.
Dining Rooms 1 and 3
Observation Officers from 2 and 6 Block (PAO's) will pick up and escort from B8
block, the below listed EOP Muslim workers to the listed dining rooms.

These same Observation Officers will assist the Dining Room Officer in providing
_____~!Jpervision of the preparer and subsequent feedin.g. _Once inJh~ dining r0.9..m, Dining _ "
Room'staff will ensure thaCthe Muslim' preparer will sanitize the utensils prior to use,
and serve the food from the pans to the paper trays. Once on the paper trays, the
trays are to be placed in a warming cart for later serving. At the completion of
preparing the trays, the Muslim server will sanitize all pans and such used for the meal
preparation. Observation staff and Dining Room staff will arrange with their adjacent
housing unit staff the 2000 hours serving of the meal. They will also arrange the
securing of items inclUding the warming carts and any pans utilized in the warming
carts. At 0745 hours, all Muslim servers listed above will be escorted back to their
housing units and the Dining Room staff will complete all necessary inventories.
At 2000 hours the meal will be served to them by housing unit staff. With the delivery
of this meal, staff will deliver the following day's Ramadan sack breakfast, and
appropriate vegetarian sack lunch.
Dining Room 2
All Ramadan Meals will be prepared by Dining Room 2 staff in keeping security and
sanitizing practices paramount. The Ramadan meals for 83 and B4 will be placed on
paper trays and secured in warmers to be delivered to the inmates via housing unit
staff at 2000 hours.
Dining Room 4
All Ramadan Meals for EOP inmates will be prepared by the-necessary_Muslim Dining
Room workers following the serving of the regular EOP evening meal. As with the
other dining rooms, the trays will be prepared prior to the end of the dining room shift,
placed on paper trays, secured into warming carts, and served by EOP Block staff at
2000 hours. BB Observation staff will assist in prOViding supervision of this inmate
during the evening the preparing of food.

Medical & MHSDS: Modified Program Inmates will be escorted by either Access to Care or Housing Unit
Staff to appointments un-restrained. Black inmates will be escorted during lhe
morning. Hispanic inmates will be escorted during the late morning and afternoon.
Should there be a need for Hispanics and Blacks to be in the clinic at the same time
(Le. specialty clinics, dental), it will be the responsibility of Health Care Access and
Clinic Security staff to secure all Blacks and Hispanics in the clinic in restraints and leg
irons, ensure all inmates are escorted 1 on 1, and that the Facility Lieutenant is
notified of the circumstances.
