Maryland Eliminates Parole Fees

With the passage of House Bill 531 (“HB 531”), Maryland eliminated the $50 parole fee charged to people returning home from prison. HB 531 also ended the $100 fee charged for drug and alcohol testing.

Championed by the nonprofit BUILD and its sister organization Turnaround Tuesday, HB 531 becomes effective October 1, 2024. Reverend Brent Brown of the Greater Harvest Baptist Church (“GHBC”) excitedly proclaimed: “It is beyond the city of Baltimore. It is a state wide blessing.” He added, “[o]ne of the top issues we heard over and over and over again was the impact of parole fees. So, we started organizing.”

GHBC is located in the area of Baltimore with the highest rate of persons coming home from prison. It was for that reason that Turnaround Tuesday opened its third location within the GHBC. The nonprofit assists people returning from prison with finding employment. Since its founding a decade ago, Turnaround Tuesday has helped 1,900 returning people obtain jobs with a retention rate of 70%, warranting a power salute to Turnaround Tuesday. Impoverished lives matter.
